Preparation:

Fillet the mackerel. Finely dice the onions and grate the carrots on a coarse grater. Add 3 tablespoons of oil to a frying pan, add the onions and carrots, pour in a glass of water, and braise until the onions are completely soft. Do not brown! While stewing, add the sugar and pepper. When the onion is soft, add the tomato paste and cook for about 3 minutes, stirring constantly. Next, place the fish, the previously cooked rice, and the stewed vegetables with the tomato paste in a pot. Add the remaining amount of oil and the rest of the spices to the pot. Heat everything through, stirring; this is also the time to adjust the seasoning.
